Handlebar & Walkabout Surveys
On March 20th, 2025, our team is hosting handlebar and walkabout surveys of the Village of Palmetto Bay along with the Safe Streets Palmetto Bay Action Plan team. The purpose of these surveys is to explore the existing conditions, challenges, and opportunities throughout Palmetto Bay’s street network.
This event is an opportunity for community members to walk or bike through Palmetto Bay with experienced planners, and suggest areas for improvement.
There are three surveys to choose from, all of which leave from the same location but offer different paths:
Handlebar Survey (~3.8mi):
- SW 77th Ave.
- SW 144th St.
- Old Cutler Rd.
- SW 67th Ave.
- SW 152nd St.
Walkabout Survey #1 (~1mi):
- SW 152nd St. from St. Richards to SW 82nd Ave.
Walkabout Survey #2 (~0.7mi):
- SW 152nd St. from St. Richards to Old Cutler Rd.

Why are we updating the transportation master plan?
The Village of Palmetto Bay is developing the 2025 Multi-Modal Transportation Master Plan to address the rapid growth in South Miami-Dade County and the increasing need for safer, more efficient infrastructure and services across all transportation modes. Building on smart growth principles, the Village is taking the lead in congestion relief and multi-modal connectivity, particularly along the South-Dade Transitway Strategic Miami Area Rapid Transit (SMART) Program Corridor.
The state of Florida, Section 163, of the Florida Statutes, outlines the requirements for transportation and mobility planning for local governments to consider comprehensive transportation planning into overall planning efforts.
The 2025 Transportation Master Plan will replace the current 2004 Transportation Master Plan and establish a bold vision to create a connected, safe, and resilient community through a structured implementation program covering the next 20 years of transportation investments. Projects will be split into five-year segments: Short-term 2025–2030, mid-term, 2031–203, and long-range (2036–2045) project phases.
What are we trying to accomplish?
Key objectives include a Vision Zero goal to reduce fatal and serious injury crashes, increasing average vehicle occupancy, expanding the use of transportation alternatives to reduce single-occupancy vehicles, improving traffic operations with advanced technology, and building resilient infrastructure. This process will take twelve (12) months to complete and will emphasize the importance of partnerships by working with municipal, county, and state stakeholders to ensure a comprehensive approach. The initial phase involves reviewing key plans and studies, including the Miami-Dade Long Range Transportation Plan, FDOT project programming documents, and the TPO’s Vision Zero Plan. By taking this approach, Palmetto Bay aims to systematically enhance multi-modal safety and mobility for all residents over the next two decades.
Furthermore, the plan will emphasize public engagement by providing clear information about the planning process and developing an extensive outreach program. This program will include community events, workshops, safety campaigns, and other educational activities, ensuring sustained public involvement throughout the planning process.
Why we need YOU
Public participation is an essential part of the planning process. The Project Team will host a series of strategic outreach events in coordination with Village-sponsored gatherings and meetings. These events will help engage and educate the community about different types of infrastructure improvements and their potential benefits, guiding our project prioritization. By working closely with the Village and its residents, we aim to raise awareness of the project’s goals and objectives—ensuring everyone’s voice is heard throughout the process.
